The CD4017 is a CMOS decade counter/divider IC that sequentially activates one of ten outputs (Q0–Q9) on each rising edge of the clock input. Widely used in LED chasers, sequencers, and timing circuits, it's one of the most popular CMOS logic ICs for hobby electronics.
