Raspberry Pi 5 18650 Battery UPS HAT
I was surprised to find that my Pi 5 did not regard any of my battery based power sources capable of delivering the voltage and amps it needs before throttling services and that was preventing the Pi from doing what it was supposed to do. The UPS hat proved to be an effective way of dealing with this problem. For Pi 4 units being pushed, I believe throttling is also an issue and my solution is to use DC-DC 12-24 volt to 5 volts 10 amp converters rather than the 12 volt to 5volt 3 amp converters that work well with light load. For portable use I've taken the lead from the Pi 5 UPS and used four 18650 cells that have to be removed to recharge.
